Human Resources Manager

General Description
Reporting to the Director of Human Resources, the Manager of Human Resources is responsible for leading all recruiting, screening, training and benefits administration for all employees and contractors of the agency.  The Manager will work closely with all department directors to ensure appropriate staff is hired for openings within their respective departments.  The Manager is responsible for conducting monthly training for all current and newly hired staff and should keep departmental directors apprised of any lapsed training requirements.  The Manager will ensure compliance with labor laws and leave policies within the respective states of agency operations.   

Qualifications

Associate’s degree in related field and at least three-five years of experience in human resources management.  Effective communication skills.  Experience in the field of developmental disabilities and advanced degree preferred. 

Job Responsibilities

Send out offer letters

Conducting required OIG process for new employees and maintain database, monthly verifications and send out monthly reminders

Coordinate weekly Orientations for new employees.

Coordinate and administer all training required for newly hired and present staff and provide department directors with routine training reports for staff

Coordinate and communicate with department directors to ensure that probationary and annual reviews are completed for staff

Manage all workers’ compensation claims including first report of injury reports

Oversee HRIS database for all employees and serve as secondary processor for payroll functions

Oversee application database for all applications received

Manage all requests for leave i.e. FMLA, Personal, etc.

Administer Health Insurance, Dental Insurance, FSA, HRA, 403(b), AD&D/Life benefits

Manage the termination for health, dental, FSA, life insurance when employees leave our employ

Track and monitor ACA on a monthly basis

Develop policies and procedures as required of program changes and/or development of new programs

Manage the education assistance program

Assist Director with surveys

Develop and update job descriptions, keeping database current

Attend job fairs as required

Coordinate the Volunteer Program

Coordinate the School to Work Program

Participate in selected committees or relevant groups such as Workforce Development Committee, Safety Committee, and others as assigned

All other job duties related and as directed by the Director of Human Resources
